Dear Participants, We are pleased to provide you with relevant reading materials to facilitate your preparation for the upcoming INSARAG Steering Group (ISG) Meeting in Geneva, Switzerland on 25 March.
This INSARAG Flood Response directory provides details on INSARAG classified or national USAR teams that already have capabilities and on a voluntary basis are prepared to deploy on request of affected flood ravaged countries requiring international assistance.
The intention of this Flood Response directory is to provide an overview of the different teams currently available for international deployment. This directory includes both INSARAG Externally Classified (IEC) teams as well as those teams that are not IEC classified.
This directory is open to all governmental or non-governmental/volunteer organisations involved in providing or potentially receiving international Flood Response assistance or capacity building. Inclusion in the Flood Response directory does not represent any accreditation of a team by INSARAG .
All requests for inclusion into or editing of this database should be submitted through the INSARAG country national focal point and the attached form should be sent directly to the INSARAG secretariat at: [email protected] .
On the 30th anniversary of the GEA Search and Rescue Team, GEA Coordinator and team leaders presented a commemorative plaque to INSARAG representatives in recognition of our strong cooperation and shared commitment to humanitarian efforts.
As we celebrate this milestone, we remain dedicated to moving forward—step by step—toward a better world, guided by the spirit of goodwill.
Here’s to many more decades of compassion, solidarity, and the unwavering power of volunteerism!
“INSARAG has become a global model for assistance, and I am honored to be the Global Chair of such a dynamic, highly respected, professional, and disciplined network. I believe that we are continuously inspiring better collaboration in the field of urban search and rescue, and I am sure that we will continue to do so for many more decades.”
Ambassador Dominik Stillhart, INSARAG Global Chair

The INSARAG IEC/R Leadership Course was held in Doha, Qatar, from 13 to 16 January 2025, hosted by the Qatar team at Lekhwiya Centre. This was the third course of its kind, following those held in Oman (2020) and The Netherlands (2023). The course aims to provide in-depth knowledge of the IEC/R process for individuals preparing to take on leadership roles, including Team Leader, Deputy Team Leader, Classifiers, Mentors, and representatives of the INSARAG Secretariat.
The course was facilitated by members of the INSARAG Training Working Group, alongside other experts, and brought together 22 participants from around the world.
Over four days, the course focused on key topics such as the Roles and Responsibilities of leadership positions, Negotiation Skills, Exercise Design, Checklist, and Exercise Site Analysis. Knowledge and experiences were exchanged between participants and facilitators to enrich the learning process.
A heartfelt thank you to all the participants, facilitators, and especially to Qatar for graciously hosting this successful course.
