Welcome to INSARAG Americas Regional Group. Here you will find reports and information about the regional group meetings, exercises and training activities.

The INSARAG is organised into the three regional groups: Africa/Europe/Middle East Region, Americas Region and Asia/Pacific Region. These Regional Groups meet annually to take measures to strengthen regional USAR response and ensure the strategic direction and policies from the INSARAG Steering Group are implemented, and to assimilate relevant information from participating countries for submission to the INSARAG Steering Group.

Regional Groups encourage the participation of all countries in their region and aim to provide a forum to discuss USAR related issues, regional cooperation and capacity building. One of the primary outcomes of these meetings is an annual regional work plan that addresses capacity building, training and other issues relevant to integrated approaches to disaster response. Each Regional Group has at least one Chairperson and Vice-Chairperson, elected annually, and sits on the INSARAG Steering Group.

ТЕХНИЧЕСКИЕ МЕТОДИЧЕСКИЕ ЗАМЕТКИ ИНСАРАГ

Технические методические заметки ИНСАРАГ предоставляют необязательные рекомендации для поисково-спасательных команд, сверх того, что определено Руководящими принципами ИНСАРАГ в качестве минимальных требований. Технические методические заметки ИНСАРАГ были подготовлены рабочими группами ИНСАРАГ и затем одобрены Руководящей группой ИНСАРАГ. Обращаем Ваше внимание, что данные технические методические заметки не являются частью Руководящих принципов ИНСАРАГ и представляют собой только передовой опыт и рекомендации. Это совсем не то, что обязательно ожидается от команд-членов ИНСАРАГ или ПСО, прошедших процесс международной аттестации ИНСАРАГ.

На данный момент следующие Технические методические заметки прошли соответствующее одобрение в установленном порядке:

Медицинские методические заметки::

РУКОВОДЯЩИЕ ПРИНЦИПЫ ИНСАРАГ

Возможно, одним из наиболее важных положений Резолюции Генеральной Ассамблеи ООН 57/150 от 16 декабря 2002 г. является официальное признание Руководящих принципов, разработанных ИНСАРАГ. С момента написания первой ерсии, Руководящие принципы ИНСАРАГ неоднократно пересматривались и совершенствовались. Этот документ был переведен на многие языки. Последняя версия Руководящих принципов ИНСАРАГ была опубликована в 2011 году. Полный пересмотр Руководящих принципов ИНСАРАГ будет проводиться каждые 5 лет и в следующий раз это совпадет со второй глобальной встречей ИНСАРАГ, запланированной на 2015 год.

Данные Руководящие принципы ИНСАРАГ представляют собой последние разработанные на основе консенсуса рекомендации для команд, желающих участвовать в оказании международной помощи в сфере поисково-спасательных операций в городских условиях. Кроме того, Руководящие принципы ИНСАРАГ обозначают мандат ИНСАРАГ и объясняют, как группа работает для реализации поставленных целей. Руководящие принципы также включают в себя требования для поисково-спасательных команд, желающих пройти процесс международной аттестации ИНСАРАГ.

МЕТОДОЛОГИЯ

Методология ИНСАРАГ описана в Руководящих принципах ИНСАРАГ, в которых рассматриваются вопросы международного реагирования поисково-спасательных команд в рамках цикла, состоящего из следующих фаз: готовность, мобилизация, проведение поисково-спасательных работ, демобилизация, действия по возвращению в пункт постоянной дислокации. Для каждой из этих фаз методология ИНСАРАГ, как это определено Руководящими принципами ИНСАРАГ и Техническими методическими заметками ИНСАРАГ, описывает, что ожидается от поисково-спасательных команд, участвующих в международном реагировании на землетрясение в пострадавшем государстве, а также какая координация должна между ними осуществляться и что ожидается от пострадавшего государства.
