El propósito principal del sistema de Clasificación Externa de INSARAG (IEC) es proporcionar un mejor entendimiento de las habilidades individuales de los equipos USAR disponibles para proveer asistencia internacional. El que haya equipos clasificados de acuerdo con un estándar permitirá a los países afectados por desastres priorizar la aceptación del apoyo de la respuesta internacional de parte de los Equipos USAR que puedan agregar valor comprobado a su capacidad nacional. El IEC es un proceso independiente, verificable y voluntario que ha recibido aceptación unánime a través de INSARAG.
